About Inland Financial Planning
About us
Inland Financial Planning serves clients from all professional backgrounds. Our roots in the greater-Spokane area fittingly represent our diverse client base: retirees, professionals, business owners, state and local government employees, and employer-sponsored retirement plans such as 401(k), SIMPLE, and SEP IRAs.
We specialize in establishing and implementing financial plans for professionals considering a transition to retirement. Our cost-conscious, fee-sensitive approach also resonates with young households committed to systematically investing towards established financial goals.
As Investment Advisors and financial planners, we maintain a fiduciary responsibility to our clients – our clients’ interests come first!

Rich Cullen, CFP®
Rich was born and raised in Spokane, WA graduating from Mead High School in 1996. He then attended the United States Air Force Academy majoring in Economics. Rich was fortunate to be offered a unique opportunity to continue to play soccer post-collegiately and a combination of the Air Force assignment system and providence brought him back to Washington where he was fortunate to play soccer for the Seattle Sounders from 2001-2003 while simultaneously serving in the Air Force.
After one more Air Force assignment in Colorado Springs, Rich, Tamara, and their growing family settled back home in Spokane in 2007. He has worked exclusively for fee-only investment advisory firms since joining the industry in 2013 as an Advisor Representative. He previously held the Series 7 general securities representative, life and disability insurance producer’s license, as well as the Registered Paraplanner (SM) designation. Rich has a deep conviction that his role as a fiduciary to clients is best executed in the transparency of a “fee-only” arrangement.
Rich brings significant experience in financial planning, wealth management, and employer-sponsored retirement plan design and servicing. He relishes the opportunity to work with clients from all walks of life, and ideal clients are established professionals and retirees in both the accumulation and distribution phases.
When Rich is not working, he loves spending time with friends and family. They can routinely be found on the sidelines of soccer fields supporting their four (yes 4!) daughters. He also continues to serve in the Washington Air National Guard as a Tactical Air Control Party Officer.
Certified Financial Planner Board of Standards, Inc. (CFP Board) owns the certification marks CFP®, CERTIFIED FINANCIAL PLANNER™, and CFP® (with plaque design) in the United States, which it authorizes use of by individuals who successfully complete CFP Board’s initial and ongoing certification requirements.
